Oh, I think I stumbled upon the download here: Releases · 3DiVi/nuitrack-sdk · GitHub
But google takes you to the other page that just fails.

Github Releases page is the right place 
Link which is just one level higher than your original link - nuitrack-sdk/Platforms at master · 3DiVi/nuitrack-sdk · GitHub is relevant and contains information that we migrated packages distribution to the Github Releases on a permanent basis.
P.S. let’s give google some time to catch up
